“How many of these incidents could have been avoided if we had reported last November?” said the liberal source.
The alleged victims did not want the details of the claims to be made public, several sources said.
Burgess told The Age he could not comment on the allegations.
Burgess, who was elected in 2006, announced he would retire in November, more or less at the same time as his concern about his behavior was raised. Although he is leaving parliament, news of his alleged actions is a nuisance to the opposition, which has been focusing its attention on the state’s tense health system ahead of the November elections.
According to parliamentary records, Burgess has not delivered a speech in parliament since March 24. Under the standing orders of the Legislative Assembly, a member may not be absent for more than nine consecutive sitting days without the permission of the spokesperson.
Several liberal sources said The Burgess Age has been absent from parliament regularly for the past two years due to health issues.
Burgess won Hastings ’seat in the 2018 election, but suffered 7 percent against him. After a redrawing of the electoral boundaries, Hastings is thematically maintained by the Labor Party with a margin of 0.4%, making it one of the most marginal seats in the state.
Briony Hutton, a former employee of former federal minister Greg Hunt and a recent executive director of the Mornington Peninsula Committee, is the new Liberal candidate.
The Andrews government is currently considering a recommendation Brooks made when he was a spokesman to fine or fire MPs for serious cases of misconduct towards staff.
According to a proposal, first published in The Age, a new independent commissioner could evade parliament and, for the first time, fine, suspend or expel MPs.
The proposal is considered to be a significant change from the current regime, where MPs can only be expelled with the vote of their colleagues.

When Burgess announced he would not run in the next election, he said in a statement that it was “the right time for me and the right time for my party.”
“Serving my community has been a lifelong passion and having this privilege for 16 years is something for which I will be forever grateful to my community,” he wrote.
“Now is the time to pass the baton to someone new, with a new perspective, who will continue to serve this wonderful community.”
