Manchin faces pressure in West Virginia to end the reconciliation deal

Senator Joe Manchin is facing intense pressure in West Virginia to permanently remove the party line spending package that Democrats say is key to President Biden’s internal agenda.

Conservative groups have been on the airwaves in West Virginia for the past few weeks urging Manchin to stand firm in his opposition to the legislation, which can only go through a party line process known as budget reconciliation. Because the Senate is split 50-50 between the two sides, Manchin’s support is key to his success.

“Obviously Joe is listening to a lot of different people,” said Greg Thomas, a West Virginia-based political strategist. “There has been paid advertising, but also many local groups and national groups with a local presence are targeting Manchin.”

The pressure campaign has taken a dual approach of praising Manchin for confronting Democrats by derailing earlier versions of the spending deal and at the same time warning that goodwill could disappear overnight.

This strategy was shown with a recent announcement, “The Tale of Two Joes,” by the 60 Plus Association, which is presented as a right-wing alternative to AARP.

“The first Joe did the right thing for West Virginia by getting up and blocking [President] Biden i [House Speaker Nancy] Pelosi’s liberal agenda, “says the narrator about double images of Manchin.” The second Joe was not so heroic, this Joe broke under pressure … now the question for Joe Manchin is who Joe are you? ”

Activists and outside groups are targeting major constituencies for Manchin’s re-election chances in 2024. At the top of this list are seniors, who in 2018 supported the senator over a GOP rival.

A recent announcement by the conservative group American Commitment criticizes Manchin for being open to including within the reconciliation a proposal that would allow Medicare to negotiate the price of prescription drugs.

“Now [Manchin] and the AARP support government pricing schemes that will give liberal politicians billions of funds for Medicare to spend on unrelated government programs or favor the benefits of large insurers, “the announcement reads. “Not looking, think again.”

These announcements have caught the attention of national Democratic groups, who have rushed to respond with their own spots asking Manchin to stay true to his party.

The deluge of ads has been made possible by the relatively inexpensive media markets of West Virginia. Aside from the Eastern Panhandle, which is included in the Washington media market, groups can book radio and television time in the state for a few thousand dollars. A recent ad, which went up in June and ran for a week, only cost $ 55,000.

Republicans say one of the reasons Manchin probably chose to oppose the original reconciliation bill, known as Build Better, was because conservative groups made it toxic among voters.

“The ads helped expose all the crazy things the Democrats were trying to pile up,” West Virginia GOP President Mark Harris said. “Manchin himself said he couldn’t support the bill because he couldn’t go home and sell it to voters. Well, he couldn’t sell it because everyone had seen ads and knew what was really there.”

Political pressure on Manchin has only intensified as inflation continues to rise steadily, reaching 9.1% this month. And the political environment continues to get worse for Democrats.

Last year, Manchin refused to sign the $ 1.75 trillion Build Back Better bill for fears it would aggravate inflation. The decision sparked an increase in the senator’s popularity among West Virginia Republicans, with a recent poll showing that 69% of the state’s Republican voters approved of his job performance.

Despite polls, Manchin returned to reconciliation negotiations with Senate Majority Leader Chuck Schumer, DN.Y., earlier this year. The duo has made progress in accepting the Medicare prescription drug proposal.

Hopes for a quick deal have been dashed, however, this week. Manchin informed Schumer and other members of the Democratic leadership that he could not support including tax increases and climate change subsidies within the package until the nation’s economic image was clearer.

Democratic leaders accepted the deferral request as an admission that fiscal and climate provisions were dead. Many see the end of July as their deadline to pass a bill before Congress leaves a month’s recess and returns in September, when a series of government spending terms are approaching.

Manchin denies that tax hikes and climate change provisions are dead, saying the negotiations on both were “advancing in a very productive way.”

However, few think the provisions will return if Manchin’s ultimatum is serious. Economists say inflation is unlikely to decline significantly next month, although they admit that prices for gasoline and some commodities have a downward trend.

Regardless, West Virginia political groups and local activists plan to continue to pressure Manchin to oppose reconciliation. They say the political reality is that West Virginia is a conservative state where voters are unlikely to support tax increases or policies that undermine energy independence.

“Manchin is probably the only Democrat in the country who has expressed concern about inflation because he is seeing how it is negatively affecting the people of West Virginia,” said West Virginia Treasurer Riley Moore, a Republican. “Hopefully, he will vote as his constituents want. If not, they will hold him accountable.”
