An American fugitive on the run since 2001 was arrested earlier this month in BC’s southern interior, police say.
On Tuesday, Creston RCMP announced the arrest and deportation of Louis Edward Flood, who was convicted in 1997 of lewd conduct with a child under 16 and sexual abuse of a child under 16 in Idaho.
Police say Flood was on parole in 2001 after serving three years of his 18-year sentence when he disappeared. They added that Flood even appeared on the TV show America’s Most Wanted in 2011.

On July 13, Creston RCMP said they received information that Flood was in town. From there, police contacted the US Marshall Service, Idaho State Corrections and the Idaho State Police.

“They contacted me immediately after my initial request and provided me with Flood records going back to 2001,” said Const. Dave Bickle. “They explained how he was not complying with his probation and provided the warrant for his arrest.
“The agencies provided a photo from 2000 that I was able to use to confirm his identity.”
Bickle then contacted the Canada Border Services Agency (CBSA) to obtain a deportation order for Flood, and on July 21, Flood was sent by the CBSA to the Okanagan Correctional Center in Oliver .

Four days later, on July 25, Flood was flown back to America, in the custody of the US Marshall Fugitive Transport Service.

“Idaho state officials indicate that Flood will serve the remaining 13 years of his prison sentence when he returns to the US,” Creston RCMP said.

“I never thought I’d be involved in such an interesting arrest and have the opportunity to work with so many different agencies,” Bickle said. “This is the highlight of my career.”
It is not known how long Flood had been in BC, but police say at least five years.

Creston RCMP Detachment Commander Cpl. Evan Diachok, called Bickle’s work excellent.

“Everyone came together to apprehend Louis Flood. I would like to thank our partners at the United States and Canada Border Services Agency for their hard work on this file.”
