About 60 percent of the infrastructure and residential buildings in Lysychansk, one of only two eastern cities still under control, at least in part, in Ukraine, have been destroyed by the attacks, according to a local official. Oleksandr Zaika, head of the Lysychansk city civilian and military administration, said 20,000 people remained in the city, below a pre-war population of 97,000.
