The vehicle hit people outside the Kaiser Wilhelm Memorial Church on Wednesday morning, a spokesman for the Berlin Fire Department told CNN.
The brigade received notice of the incident around 10:30 local time.
It is unclear whether the incident was accidental or intentional.
