Kozhemyako, the very unpopular local governor, asked the speaker to remove Mr. Vasyukevich and his colleagues in the courtroom for violating the rules of the chamber.

He said deputies were “commanding the Russian army and our defenders who are fighting the Nazis. Traitors!”

Another communist politician supported Mr. Vasyukevich, arguing that he was an elected representative and had the right to speak.

Vladivostok, located almost 7,000 kilometers east of Ukraine and home to many ethnic Ukrainians, is known as one of the most protested regions of Russia.

Locals have openly rebelled against Kremlin nominees, including Kozhemyako, last year by holding large opposition rallies.
